NYC’s Jail Population Hits 24-Year Low; Diversion Working?
Fewer inmates are behind bars in New York City than at any time in the past 24 years, and the number admitted to the city’s jail system has fallen below 100,000 for the first time since 1987, reports the New York Times. While the plunge in the city’s crime rate has been a critical factor, a number of other large cities where crime has also fallen have not seen a parallel drop in their jail population. Instead, steps taken by the city, including special courts to deal with nonviolent offenders and programs to deter former convicts from returning to jail, appear to be bearing fruit.

Bürgerrechtler starten Initiative gegen Volkszählung
Der Arbeitskreis Vorratsdatenspeicherung hat mit der Informationswebseite zensus11.de eine Initiative gegen die Volkszählung gestartet, die 2011 in Deutschland stattfinden soll. Die Bürgerrechtler halten das Projekt für verfassungswidrig und bereiten nach eigenen Angaben eine Klage vor dem Bundesverfassungsgericht vor. Sie kritisieren, dass mit dem jetzigen Verfahren ein „zentral verfügbares Personenprofil aller in Deutschland ansässigen Personen“ entstünde.

The High Budgetary Cost of Incarceration
The United States currently incarcerates a higher share of its population than any other country in the world. We calculate that a reduction in incarceration rates just to the level we had in 1993 (which was already high by historical standards) would lower correctional expenditures by $16.9 billion per year, with the large majority of these savings accruing to financially squeezed state and local governments. As a group, state governments could save $7.6 billion, while local governments could save $7.2 billion.

Die Neuordnung der Sicherungsverwahrung ist unabhängig von der Rechtsprechung des Europäischen Gerichtshofs für Menschenrechte notwendig und in der Koalition verabredet.

Der Generalsekretär der Islamischen Gemeinschaft Milli Görü? (IGMG), O?uz Üçüncü, äußerte sich kritisch zu den Ergebnissen des Forschungsberichts des Kriminologischen Forschungsinstituts Niedersachsen (KFN). „Der Bericht stellt Zusammenhänge her, die es so nicht gibt und zieht Schlüsse, denen jegliche Relevanz fehlt”, kritisierte Üçüncü. „Der Erkenntnisgewinn hält sich doch stark in Grenzen.“

Überproportionale Ausgaben für Repression
Die Universität Duisburg-Essen, Lehrstuhl für Medizin-Management, und das Institut für Therapieforschung (IFT) in München haben in einer Studie eine Schätzung der Ausgaben der öffentlichen Hand durch den Konsum illegaler Drogen in Deutschland vorgenommen. Zusammengefasst ergibt sich aus den verschiedenen Bereichen eine Gesamtsumme der öffentlichen Ausgaben für illegale Drogen in Höhe von 5,2 bis 6,1 Mrd. Euro. Bei diesem Betrag handelt es sich tendenziell um eine Unterschätzung der wahren Ausgaben, da in einigen Bereichen keine Informationen vorlagen und für die Berechnungen in anderen Bereichen eher konservative Schätzwerte herangezogen wurden.
